Recommendation on this is ski or row to focus on the pull into the push. Ideal intention with loading and sled is to be able to push without resting. After the ski you should have about 2 minutes for the sled - this should be an unbroken push of about 200'. Adjust load if needed from one round to the next. GO HARD on each round vs pacing to accomplish high volume. High effort, low volume is the intent.
